Cathy McMorris was hired by Bob Morton, a state representative, in 1991 as his campaign manager after she completed her undergraduate education. She was later appointed to the Washington House of Representatives in 1994 and became a member of the state legislature. Cathy McMorris was sworn into office, becoming the 7th Legislative District, and retained the seat in a special election conducted in 1994.

In 1997, she co-sponsored the legislation ban to same-sex marriage in Washington State. McMorris served as House Majority Leader from 2002 to 2003 and chaired the House Commerce and Labour Committee, the Joint Legislative Audit and Review Committee, and the State Government Committee. McMorris stepped down as a minority leader in 2003 after she announced her candidature for Congress.
